Taliya News - The production line of handsets was inaugurated in Shiraz last week by ITMC although Industrial ministry had signed the agreement of producing handsets with three companies, Fars has reported.
Telian, a Korean company, which was rumored to be bankrupted, signed the agreement with telecom companies to design the handsets. The three companies which signed the agreement with Industrial Ministry wrote a letter and asked for an amendment in SKD tariff and finding a solution for smuggling of handsets.

The Report
Introduction
The purpose of this report, which is prepared for the competitive market, marketing, and scheduling the economy of producing, is to request for stipulating the facilities and expediting the preliminaries which are required in producing operation in order to schedule the production plan of handsets, which can not be done without being aware of the importing tariff.
The agreement was signed among the Industrial Ministry, ITMC, Soroush Resaneh, and Shahrakhaye Hooshmand Company.
Summary
This report shows that the importing tariff is required; moreover, the smuggling handsets must be precluded. This report is based on:
1. Offering Iranian products lower than foreign ones;
2. Launching the production line as fast as possible in SKD phase to comprehend the technical knowledge in a two-year project, changing it into CKD phase to offer the handsets to the Iranian market or exporting them to the Middle Eastern market;
3.Gaining profits, economically and technically;
4. Motivating the manufactures to produce the handsets as the CBU tariff decreases.
Conclusion and Recommendations
On the basis of the data in this report, it can be concluded that thirty percent of the price of the handsets, which are produced in Iran, or imported to Iran, is the cost of sale and after-sale services, according to which if the price of a handset, which is imported, is considered to be A,
1. The price of offering the handset before increasing the tariff is 134;
2. The price of offering the handset after increasing the tariff is 41, as the price of handset is 1;
3. The price of offering the handset to the customer in SKD phase is 32, as the price of the product is 1;
4. The price of offering the handset to the customer in CKD phase is 23, as the price of the product is 1.
From this conclusion, it is therefore recommended that:
1. Precluding Smuggling; therefore, registration of the serial number of each handset is required; (registration is ceased now so that there is no need to consider this section.)
2. Informing people of the benefits of producing handsets.
3. Gradually decreasing the registration of the importing tariff of CBU from sixty percent into forty-five percent;
4. The importing tariff of producing SKD about twenty percent, and for CKD about four percent.
